<p>A recent poll from the <a href="http://www.naccrra.org/">National Association of Child Care Resource &amp; Referral Agencies</a> found that most parents think states conduct their own background checks on childcare providers, especially for employees of licensed and government-subsidized care.</p>
<p>However, most parents don't realize that background check requirements vary from state to state, with most states not conducting a state and federal fingerprint check on childcare providers. And while all states are required to conduct a background check on childcare providers as of December 2008, these checks typically consist of a name search, which is not nearly as effective as a fingerprint check.</p>
<p><span id="more-30"></span></p>
<p>Overall, 45 states require childcare centers to check employees against the child abuse and neglect registry, while 15 require employees to be checked against the sex offender registry. In addition, 30 states conduct a state fingerprint check, while 25 conduct a federal and state fingerprint check. Only 10 states require employees to undergo all of these checks.</p>
<p>It shouldn't be too costly or time-consuming for all childcare providers to undergo the necessary background checks. Another study from the Federal Child Safety Pilot Program found that fingerprint checks typically cost between $18 and $24 and can be completed in less than one week.</p>
<p>Furthermore, the study unveiled that out of 30,000 background checks conducted on volunteers, 6.4 percent were found to have criminal records. Of those individuals, more than 25 percent had committed a crime in a state other than the one in which they were applying to volunteer.</p>

<p>The "2010 IRS Flexible Working Survey" from <a href="http://www.xperthr.co.uk/">XpertHR</a> found that offering flexible working policies has helped one-fifth of organizations avoid redundancies, two-thirds of employers cut costs and a similar number of companies reduce the number of job cuts.</p>
<p>Overall, the study of 162 organizations found that one-fourth have used or plan to use flexible working situations to reduce job losses. XpertHR Employment Editor Charlotte Wolff said the research includes many interesting examples of how employers are using flexible jobs to cut costs.</p>
<p><span id="more-24"></span></p>
<p>"For instance, two councils have specifically expanded the use of homeworking, mobile working and hot-desking, so they can reduce the number of workstations they need," she said. "The aim at one of these public sector organizations is to achieve a ratio of three employees to two desks, thereby reducing the amount of accommodation they need and allowing them to release some capital."</p>
<p>Of the 33 companies that have already implemented a flexible working schedule in order to cut costs, the most common method is reducing hours, followed by temporarily reducing hours at 22 companies, unpaid sabbaticals at 18 organizations and job-sharing schemes at 16 companies.</p>
<p>Although the majority of these plans - 84 percent - are voluntary, 12 percent are required by employers. Some other cost-cutting arrangements include an 18-month job-sharing scheme, reduced work weeks and the promotion of "holiday purchase" at one large company.</p>
<p>When it comes to various industries, those in the <a href="http://cheesman.typepad.com/seo/2010/03/flex-jobs-push-in-the-uk.html">public sector</a> have not done as well as those in other sectors at using flexible jobs to reduce costs. Only 9 percent of public sector organizations have done so, compared to 26 percent of manufacturing and production companies and 24 percent of other private sector companies.</p>

<p>It has recently been reported that many students in Singapore are cheating on the <a href="http://www.np.edu.sg/sdar/napfa/Pages/default.aspx">National Physical Fitness Assessment</a> test - which is required for those planning to enlist in the <a href="http://www.mindef.gov.sg/imindef/home.html">Ministry of Defence</a> - by paying other students to complete the tests for them.</p>
<p>Until now, schools have claimed they are unaware students have been cheating on the tests, and few students who had cheated were willing to admit it, according to an article by <a href="http://www.todayonline.com/index">Today</a>. However, two ex-students have now come forward.</p>
<p><span id="more-18"></span></p>
<p>One of those students, who formerly studied at <a href="http://www.sp.edu.sg/wps/portal/vp-spws">Singapore Polytechnic</a>, claims he accepted $300 from a friend to <a href="http://articles.localcareers.com/pre-employment-testing-tips/">complete the test</a> in his place so he could later avoid the Physical Training Phase in National Service. That 20-year-old unnamed student, who is now a full-time National Serviceman, said he memorized his friend's identity card in case he was asked questions.</p>
<p>"It was a big risk and I knew I could have been charged for fraud if found out ... but compared to other crimes, this is a mutual agreement and I feel that I was providing a service," he said.</p>
<p>As a result of this new information, the PTP has been extended from four to eight weeks to ensure a more uniform level of fitness among recruits when they begin their Basic Military Training.</p>
<p>Aside from the NAPFA tests, which determine a pre-enlistee's level of fitness, the Ministry of Defence also conducts medical examinations to determine a student's Physical Employment Status. Recruits who are given a Physical Employment Status grade of A or B are considered fit for combat and required to attain at least a silver grade on the NAPFA to be exempted from the PTP.</p>

			<content:encoded><![CDATA[<p><img class="alignleft size-full wp-image-12" title="background checks" src="http://articles.jobs4hr.com/files/2009/12/background-checks.jpg" alt="background checks" width="200" height="200" />Throughout the United States, the process of obtaining <a href="http://www.recruitersnetwork.com/background-checks.htm">background checks and criminal records</a> has become commonplace. While the act of learning about potential candidates before making a hire continues to increase here, other countries are catching on to the idea.</p>
<p>American workers in several industries have <a href="http://articles.localcareers.com/background-checks-increasing/">seen an increase</a> in background checks as of late. Anyone who works with children, such as teachers; anyone who works with vulnerable people, such as caretakers in nursing homes; those in the church; those hired by state and city governments; and journalists are now all likely to undergo some sort of background check before being hired.</p>
<p>Most recently, employers in Canada seem to have taken notice of the effectiveness of background checks, resulting in an increased demand for the service. Last year, police officers in Ottawa processed more than 40,000 criminal record checks and report that demand for the service is continuing to grow. The BC Concessionaires also recently reported that requests for employee background checks have increased by 40 percent during the last year.</p>

<p>One of the main reasons background checks are increasing in Canada is that security licensing for certain professions has become mandatory. At the same time, companies that are not legally required to perform background checks have begun to do so anyway.</p>
<p>For example, construction companies working on schools are conducting background checks on applicants, because they would be around children. Dentists who deal with children also have been undergoing background checks.</p>
<p>However, not everyone is on board with the idea of increasing background checks. One group in particular, the <a href="http://fipa.bc.ca/home/">B.C. Freedom of Information and Privacy Association</a>, claims employers often unnecessarily invade people's privacy.</p>
<p>Part of the concern, according to an article by <a href="http://www.vancouversun.com/index.html">The Vancouver Sun</a>, is that background checks often return more information than employers ask for, and it is up to the employer to keep that <a href="http://www.employeescreen.com/articles/2009/11/what-shows-up-in-background-check-can.html">information</a> confidential and disregard it from the background check.</p>
<p>British Columbia already has legislation requiring workers who deal with children or vulnerable adults to undergo background checks, but the law would have to be expanded in order to include workers who may come into contact with children.</p>
<p>The law currently states that employers may collect the minimum amount of information that is necessary and relevant, meaning employers have to justify the reason for conducting a background check on certain types of workers.</p>
<p>In addition, British Columbia's <a href="http://www.bclaws.ca/Recon/document/freeside/--%20H%20--/Human%20Rights%20Code%20%20RSBC%201996%20%20c.%20210/00_96210_01.xml">Human Rights Code</a> protects convicts by prohibiting discrimination against job applicants who have been convicted of a crime that is unrelated to the employment they seek.</p>

<p>MrTed Ltd, which provides talent acquisition solutions, recently announced that it is partnering with Shanghai Foreign Service Company Ltd., China's largest provider of recruitment process outsourcing services and one of the country's largest HR service providers. This is the second contract MrTed has secured with a major Chinese organization.</p>
<p>MrTed will work to <a href="http://articles.pcrecruiter.net/index.php/2009/11/hr-software-could-benefit/">provide technology and support</a> for SFSC's complex RPO services, which will allow the company to offer MrTedTalentLink to more than 13,000 <a href="http://recruiterearth.com/profiles/blogs/recruitment-outsourcing-leaves">clients</a> throughout China.</p>

<p>SFSC, which was established in 1984, is an HR service company that provides advanced solutions for recruitment, employee dispatching, HR agency, payroll management, benefit administration, consulting and training services.</p>
<p>The company's nationwide service network, service products, technical platform and high-level quality management and professional service teams allow SFSC to provide professionals with a one-stop HR outsourcing service for more than 13,000 clients and quality services for more than 350,000 employees. Currently, 85 percent of China's <a href="http://money.cnn.com/magazines/fortune/global500/2009/">Fortune Global 500</a> companies use SFSC services.</p>
<p>"This contract with SFSC definitely solidifies our global leadership position in the RPO and human resources outsourcing space, as well as our leadership in China," MrTed CEO Jerome Ternynck said. "With the introduction of MrTedTalentLink Version 9 and its cloud computing capability, our Chinese customers have the complete freedom to access and customize the information they need when and where they need it. It's a quantum leap in terms of competitive advantage."</p>
<p>SFSC's customers currently include leading multinational companies, wholly owned foreign enterprises, joint ventures of Chinese companies and foreign companies, cooperative companies of Chinese and foreign companies, state-owned enterprises and private businesses.</p>
<p>The company has clients in the high-tech industries, including the communication electronics, IT, bio-technology, Internet, automotive, petrochemical, medical, financial and fast-consumables industries.</p>

<p>The October Monster Employment Index found that HR <a href="http://www.jobing.com">job</a> opportunities increased by 7 percent to 63 points. While that number is a big improvement from September, when job opportunities decreased by 8 percent, it is still well below the rating of 127 points measured during October 2008.</p>
<p>Unfortunately, experts say the recent increase in job opportunities merely offsets the September decline, making for a relatively flat overall employment picture in the HR industry.</p>
<p><span id="more-3"></span></p>
<p>"We haven't really seen the start of the upturn in the HR sector yet," Hugo Sellert, head of economic research at Monster Worldwide, told <a href="http://www.personneltoday.com/home/default.aspx">Personnel Today</a>. "There's not much happening in the HR sector, employers are still cautious about adding HR staff as they are not convinced that they will resume mass hiring yet as the economy is not good enough."</p>
<p>At the same time, it is expected that college graduates will still face tough competition when searching for an HR job.</p>
<p>"(New) graduates in HR might find it difficult to get in to the profession, especially when vacancy levels haven't started rising yet," Sellert said. "It will be tough but it will turn; this sector can turn very quickly.</p>
<p>"I think we are at such a low point in the business cycle that when the recovery comes there's going to be a lot of opportunities, as right now HR departments are really trimmed and slimmed down," he added. "A little bit of patience should be sufficient."</p>
<p>Overall, the Monster Employment Index saw a 7 percent increase across all industries to 114 points, which is the highest level the index has reached since February, but still a 29 percent decrease from last year. The <a href="http://articles.recruitersnetwork.com/2009/11/25/arizona-education-jobs/">education</a> and training and hospitality and tourism sectors saw the biggest increases during October, edging up 22 percent to 281 points and 14 percent to 141 points, respectively.</p>
